Malibu Labor Exchange - Who's Who

Officers and Board Members 
Mona Beth Loo, Executive Director

Mona Loo joined the first MCLE Board of Directors in Dec. of 1992. Loo was instrumental in shepherding the Labor Exchange to its opening day on August 31, 2003. For her work related to the Labor Exchange she received: a “1995 Malibu Citizen of the Year Dolphin Award” from the Malibu Times; 1996 recognition from the County of Los Angeles Commission on Human Relations as a recipient of the “John Anson Ford Award”; and in 1999 a “Staples Community Star”.

Suzelle Howarth-Smith – President
Suzelle M. Smith has served on the Board of Directors of the Labor Exchange for three years. She is a partner and co-founder of the law firm Howarth & Smith. Ms. Smith’s distinctive career includes having received numerous top litigator awards including recognition as one of the top ten litigators in the U.S. for 1997 by the National Law Journal and in 2004-5, she was named as one of California’s “SuperLawyers.” She and law-partner husband, Don Howarth reside in Serra Retreat. Their two sons, Charles Smith, age 16, attends Viewpoint School.  Ames Smith, age 19, attends Lady Margaret Hall University in Oxford, England. Both sons have volunteered at the Labor Exchange.

Connee Russo – Vice-President
Connee Russo became involved with day laborers after seeing 30-40 men gathering daily below her office window at Las Flores and PCH. From her window at the Whole Life Times, she felt a need to create something better for the workers – a hiring center, she thought – safe, organized and supportive. Coincidentally, the City of Malibu had just sanctioned the Malibu Community Labor Exchange. Connee immediately volunteered to serve on its Board of Directors and has participated actively for over a decade before accepting the board Vice-Presidency.

Pamela Shatsky, Secretary/Treasurer
Pamela Shatsky joined the Board in 1999 to coordinate the Malibu Emergency Shelter, an inclement weather project for local homeless sponsored by the Labor Exchange from 1998-2000. Currently, Pamela works part-time as the financial administrative assistant to the Executive Director and holds the Board office of Secretary/Treasurer.

Oscar Mondragόn - Center Director
Mondragόn joined the Labor Exchange in January of 1993 after over 10 years working with Cesar Chavez and the United Farm Workers. As former UFW Board member, he brings dedication and the desire to help others to his role as Center Director. His bilingualism and the ease with which he interfaces with workers of all backgrounds and hirers from the Malibu community contributes greatly to the success of the current operation.

The Malibu Community Labor Exchange Board is made up of volunteers and active participants from Malibu’s political, educational, business, and religious community.
